The short answer is yes. Kentucky does require a Safe Boating Certificate Card or a Boater Education Certificate from an NSBLA approved course provider.
By taking this course, you will learn all the details covering topics ranging from boating terminology, marine environment, safe boat operation, emergency preparedness, among other essential topics. Taking a boating safety course should not be a matter of complying with the state regulations, but instead a way of learning the necessary skills to safely and adequately operate a boat without endangering property and, most importantly, human life.

Course
For persons ages between 12 and 17 Kentucky law requires them to take a boat safety education for unaccompanied operators of motorized vessels over 10 horsepower.

No. Everyone who wants to operate a watercraft must under go boater safety course.
The final exam has 60 questions.
Certification
It is called a boater's safety education certificate but can also be called a boating license.
Once you have passed the exam you can then print your boating certificate and start boating.
Your permanent boater's card will be mailed to you in 2 to 3 weeks.

Moving to Kentucky
You can use your boater's card from another state as long as it meets NASBLA requirements.
All states, territories, and provinces will recognize boating education cards that meet NASBLA requirements in operating watercrafts.
